The Meuse-Rhine Euroregion (EMR), lead partner of the EMRLingua project, is the most diverse, but also the most complex of the Euroregions. It comprises the following five regions:

The CitiesRegion Aachen is an innovative association of the cities of Aachen, Alsdorf, Baesweiler, Eschweiler, Herzogenrath, Monschau, Stolberg and Würselen as well as the municipalities of Simmerath and Roetgen.

The district of Düren with its 15 communes lies regionally embedded in the trinational corner, where its citizens live the Euroregional nature of the neighbouring countries. With its diverse functions mainly in district development and planning and in the promotion of trade and industry, the district of Düren can look back on many years of experience as a partner in INTERREG projects. Of the 79 primary and secondary schools in the district of Düren, six schools have so far been certified as Euroregion Profile Schools. The aim is to double this number by the spring of 2023 and to support the schools in their Euroregional school development concepts.

With Vogelsang IP, the district of Euskirchen has an extramural learning venue of trans-regional importance in the middle of the Eifel National Park.

The Ministry of German-speaking Community is the administrative authority of Belgium’s German-speaking community. With its staff of around 350 people, the department prepares political decisions and eventually implements them. The departments of the ministry are regarded as service providers of the East Belgian population, and their staff are in intensive contact with the citizens of this region.

The district of Heinsberg is Germany’s most westerly district and comprises ten towns and municipalities. Of the total 175.2 km length of the district boundary, 78.9 km borders on the Netherlands.

The expertise centre ITEM operates at the convergence of research, counselling, knowledge exchange, and training activities in the domain of cross-border mobility and cooperation. The countries of the European Union face major challenges both today and in the future as a result of the increasing globalisation of the economy and internationalisation of society. ITEM is an interdisciplinary institute that was founded by Maastricht University in collaboration with the Zuyd University of Applied Sciences, NEIMED, the province of Limburg, the city of Maastricht and the Meuse-Rhine Euroregion.

At its eight sites in Limburg and Flemish Brabant, the UCLL offers 16 diploma courses, 47 postgraduate courses, 18 professional Bachelor’s courses and 8 further Bachelor’s courses. With around 15,500 students and 1750 staff, the UCLL is one of the biggest universities in Flanders. The UCLL is engaged in the areas of teacher training, management, technology, health and welfare and combines its educational mission with practice-led research and services. With the Bachelor-post-Bachelor programme Multilingual Education, the postgraduate programme CLIL and a strong focus on (foreign) language education by the 'Art of Teaching' centre of excellence, the UCLL has a broad network of experts for education and foreign language learning.

The foundation Stichting Voortgezet Onderwijs Parkstad Limburg (SVO|PL) offers students aged 12 to 18 in Parkstad Limburg a secondary school education that ranges from practical education to grammar school. Each SVO|PL school realises the Euroregional vision and cross-border learning and preparation for cross-border training, study or work in its own way. The main focus is on improving the opportunities for students and motivating them to use Euroregional offerings without inhibitions.

The Cologne district government acts as a bundling and middle authority by supervising, advising and deciding for the population. It consists of six departments and provides impulses for the development of the region.

The district of Euskirchen is a regional authority in the south-west of the state of North Rhine-Westphalia on the border with Rhineland-Palatinate and Belgium.

The Nederlandse Taalunie (or Dutch Language Union) develops and promotes policy on Dutch in the Netherlands, Flanders and Suriname, and champions the Dutch language around the world. As we form a large and diverse international network, our experts can connect parties in a whole range of different areas. We work together to make Dutch a stronger and more dynamic language, and to ensure that as many people as possible are able to use Dutch to full effect.

Nuffic is the Dutch organisation for internationalisation in education. We believe that every child in the Netherlands should have the opportunity to develop international and intercultural skills.

The Zuyd University of Applied Sciences, associate partner of EMRLingua, is an ambitious university in Dutch Limburg in the heart of the Meuse-Rhine Euroregion with three core activities: education for students, applied research for companies and institutions and training courses and study programmes for professionals. With around 14,000 students and 50 courses, 12 sites in three cities, 29 research centres, an average of 7000 internships and 2500 graduation projects per year and a history stretching back almost 200 years, Zuyd is firmly anchored in Limburg and the Meuse-Rhine Euroregion. We make an important contribution to the economic and social development of this region.

The Rhineland-Palatinate Pedagogical Institute (PL) supports schools and teachers in Rhineland-Palatinate as a partner offering a broad and interlinked range of services in the following areas:
